In a medium saucepan over medium heat, add the heavy cream, cream cheese and minced garlic. Whisk continuously until cream cheese is fully incorporated and mixture begins to simmer.
Reduce heat to low and stir in Parmesan, mozzarella, onion powder, garlic powder, salt and pepper. Whisk continuously until cheese is fully melted and sauce is smooth and creamy.
Remove from heat. Serve sauce warm over zoodles, cauliflower rice, chicken breasts or any other low-carb option.
